INSURANCE
Texas Medicaid has covered ABA since February 1, 2022, for members age 20 or younger with an autism diagnosis, a signed referral and prior authorization from the health plan. In the Harris service area, which includes Harris, Fort Bend, Montgomery, Brazoria, Galveston and Waller counties, STAR plans are Community Health Choice, Molina, Texas Children’s Health Plan, UnitedHealthcare, Wellpoint. STAR Kids plans are Texas Children’s Health Plan, UnitedHealthcare and Wellpoint.

Commercial plans set their own ABA rules, including who may diagnose, prior authorization and cost sharing. Call the member number on your card before the first visit. The Medicaid ABA benefit does not extend to CHIP, so CHIP families should ask their plan.
Don’t see your plan in a profile? A blank does not mean no. Ask the provider, and use the Texas Department of Insurance help line if a plan denies care you think it covers.

DIAGNOSIS FIRST
Insurance pays for ABA only after a diagnosis, so start this step while you look at providers. The route depends on your child’s age.
UNDER 3
ECI evaluates children from birth to 36 months at no cost. A delay of 25% in one area (33% if only expressive language) or a qualifying diagnosis makes a child eligible.
Not sure which program? Call the HHS Office of the Ombudsman at 877-787-8999, option 3, or use the ECI Program Search.
AGE 3 AND UP
Send a dated, written request to the special education director. The district has 15 school days to answer and, after your written consent, 45 school days to finish the evaluation. It decides school services; it is not a medical diagnosis.
ALL AGES
Texas Medicaid accepts a diagnosis from a developmental pediatrician, neurologist, psychiatrist, licensed psychologist or a qualified team, using a standardized tool. A screener alone does not count.

It depends on age. Under 3, ECI evaluates for free; for Fort Bend County, HHS lists Easterseals Greater Houston, Katy ISD ECI Project TYKE, Texana Center Project GROW and BACH. From age 3, ask your school district in writing for a special education evaluation. For a medical diagnosis, which Texas Medicaid requires before ABA, see a developmental pediatrician, neurologist, psychiatrist, licensed psychologist or a qualified diagnostic team, such as Texas Children’s Meyer Center or UTHealth Houston’s Duncan Clinic.
Send a dated, written request to the special education director or a campus administrator. Texas Education Agency rules give the district 15 school days to answer. After you give written consent, it has 45 school days to finish the evaluation. A phone call alone does not start that clock.
It depends on the provider and your insurance. We do not publish wait times, and a listing does not confirm an opening. Ask each provider about its current wait. With Texas Medicaid, the provider first gets authorization for an evaluation, then for the first 90 days of treatment, so have the diagnosis report and a signed referral ready.
Texas Medicaid covers ABA for eligible members age 20 or younger with prior authorization. With a commercial plan, your deductible, copays and network rules set the cost, so ask the plan for its ABA cost share. If a plan denies a claim you think it should cover, the Texas Department of Insurance takes complaints.
For Texas Medicaid, yes: every ABA evaluation and treatment request needs a signed, dated referral from a prescribing provider, usually your child’s pediatrician. Commercial plans set their own rules, so ask yours.
It depends on the child’s needs and the plan. Texas Medicaid guidelines run from 2 to 4 hours a week for maintenance to more than 20 hours for intensive programs, and direct treatment is capped at 8 hours a day. The behavior analyst recommends hours after an assessment, and the health plan approves them.
No one can promise a timeline. Under Texas Medicaid, the behavior analyst sends a progress summary to request each new 90-day period and re-evaluates after 180 days, so you get regular written updates. Ask any provider how it measures progress and how often it shares data with you.
Applied behavior analysis (ABA) starts with an assessment of a child’s skills and behavior. The behavior analyst sets goals with the family, such as communication, daily routines and safety, and teaches toward them in small steps. Technicians often deliver sessions under the analyst’s supervision.
ABA is debated. Some autistic adults and advocates criticize programs that focus on stopping harmless behaviors or ignore a child’s distress. Ask any provider how it gets your child’s assent, what happens when your child is upset and whether you can watch sessions. Under Texas Medicaid you sign the treatment plan, and caregiver training is part of it.
A BCBA is a board-certified behavior analyst; Texas licenses behavior analysts as LBAs. The analyst assesses your child, writes the plan and supervises. An RBT, or registered behavior technician, works directly with your child under that supervision. Only the licensed analyst enrolls as a Texas Medicaid provider.
It depends on the setting and the plan. Sessions often mix short teaching periods with play and everyday routines, and the technician records data as they go. Texas Medicaid requires one-to-one technician sessions to happen in person, not by video.
